Michael Nowicki nominated to MedPac

SAN MARCOS —Michael Nowicki, MHA, EdD, FACHE, FHFMA, a professor of Health Administration at Texas State University-San Marcos, has been nominated to the Medicare Payment Advisory Commission (MedPAC).

Michael Nowicki MedPAC is an independent federal body established by the Balanced Budget Act of 1997 to advise the U.S. Congress on issues affecting the Medicare program. The Commission’s 17 members bring diverse expertise in the financing and delivery of healthcare services and commissioners are appointed to three-year terms by the Comptroller General of the United States, David Walker.

Nowicki was nominated to the commission by the Texas Hospital Association (THA) and the Texas Organization of Rural & Community Hospitals (TORCH), in conjunction with the American Hospital Association.

“Dr. Nowicki is a recognized expert in hospital finance and an accomplished author on the same subject,” said TORCH President John F. Boff. “He has a superb ability to analyze complex financial systems and a renowned understanding of research in this area.”


Nowicki received his bachelor’s degree in political science from Texas Tech University, his master’s degree in healthcare administration from George Washington University and his doctoral degree in educational policy and research from the University of Kentucky. Nowicki is board-certified in both healthcare management and healthcare financial management and has served in national leadership positions for both the American College of Healthcare Executives and the Healthcare Financial Management Association.
